California requires that each city and county create a thorough, long-term master plan to direct its development. The city’s future development is governed by the master plan. The master plan’s general and specific principles serve as the foundation for zoning decisions in the city and give interested citizens and decision-makers a realistic picture of future policy.
In addition to drawings showing the approximate locations of future land uses, the master plan also includes text that describes city goals and policies associated with each component of the plan. A goal is an all-encompassing declaration of a city’s ideals or objectives about a specific subject and is an unrestricted expression of vision. Statements that serve as a city’s action manual are called policies. Land use, transportation, housing, open space, conservation, noise, safety, environmental justice, and air quality are the nine topics that must be covered in the master plan according to state legislation. A healthy community aspect is one of the recognized optional elements.
